 Desde el exterior se percibe de manera neutra, con juego de transparencias que muestran de manera difusa el interior por la noche.
 El programa solicitado se ubica en los 2 niveles superiores, liberando la planta baja de actividades especificas para transformarla en una plaza de exposiciones de acceso público. La ciudad ingresa en el edificio fundiendo los límites entre lo público y lo propio del Museo. De este modo, intenta revertir una forma histórica de concebir los museos de puertas adentro, generando límites físicos fuertes con la ciudad y por lo pronto con el ciudadano. El Parque Cívico acompaña el descenso mediante espacios equipados con diferentes jardines con vegetación autóctona en diferentes niveles. La estructura del edificio se conforma por una grilla de pilares de hormigón armado ubicados cada 5m de distancia y losa con viga perimetral y sin vigas intermedias. El perímetro de los volúmenes programáticos queda conforado por una galería como elemento que le da unidad al conjunto a través de los diferentes niveles del proyecto. Cada vivienda cuenta en su área social con un patio en cada extremo, de este modo mediante la apertura de los planos vidriados es posible la integración, extendiendo los límites entre exterior e interior. A su vez posibilita la doble orientación con asoleamiento directo en distintas horas del día y de ventilación cruzada. Se modifica levemente la pendiente natural de modo de logar que el edificio se desarrolle en su totalidad en el mismo nivel. Se preservan la mayor cantidad de árboles existentes intercalandolos en patios exteriores.
Su materialidad neutra y su cubierta verde minimizan el impacto de la percepción aérea que se logra desde el Puente Internacional Gral. San Martín, el edificio se mimetiza con el entorno verde. Volumetricamente se compone de cuantro piezas de identicas proporciones y tamaños separadas entre sí por patios verdes y unidas por una circulación transversal.
